Ukraine’s Minister for Reconstruction, Oleksiy Kuleba, has confirmed that decisions about social transport benefits rest squarely with local self-government bodies.
Across Ukraine, 246 frontline communities span ten regions, highlighting the pressing need for social services in these areas. Kuleba stated:
“This is exclusively a decision of the local self-government body, which has the authority to make appropriate choices regarding the provision of additional social services or other preferences for people currently living in a frontline city.” – Oleksiy Kuleba
