Kyiv Exposes Former City Official’s Scheme: 2 Million Hryvnias Lost to Fake Equipment Deliveries.
Fraudulent Budget Scheme Uncovered in Kyiv
According to Novyny.live: A former director of a department within the Kyiv City State Administration (KCSA) has been implicated in a scheme that drained 2 million hryvnias from the municipal budget without justification. This discovery has sparked concern among both the public and officials overseeing urban maintenance projects. The case highlights ongoing challenges in safeguarding public funds in the capital.
According to law enforcement, the ex-official orchestrated a plan where vehicles and specialized equipment were provided free of charge by international partners. Despite this, he demanded payment for the delivery of these assets—even though 29 of the vehicles were already in Kyiv when the contracts were signed. The fraudulent arrangement essentially billed the city for services that were neither needed nor rendered.
Legal Fallout and the Push for Transparency
The former department head has now been formally notified of suspicion of embezzlement. This case has raised serious doubts about the effectiveness of financial oversight mechanisms within the city government. The Kyiv City Prosecutor’s Office is actively investigating, which could lead to further legal actions against those involved.
Uncovering this scheme underscores the critical need for transparency and accountability in how budget funds are spent—especially when financing for social projects is essential for the city’s development.
The situation may prompt a reevaluation of expenditure controls in local government bodies and strengthen anti-corruption measures across Ukraine.
