According to Мінфін — Крипто/Фінанси: Ukraine is seeing a sharp decline in its pensioner count. As of July 1, 2026, there are 9.98 million pensioners—190,500 fewer than at the start of the year. During the second quarter of 2026 alone, the number dropped by 74,396. The average monthly pension across the country now stands at 7,273 hryvnias.
Among those receiving payments:
- 3.2 million people get more than 7,000 hryvnias monthly;
- 500,000 pensioners receive over 20,000 hryvnias;
- One in four pensioners gets around 3,500 hryvnias.
These figures highlight the wide disparity in pension benefits throughout the nation.
Regional Pension Differences
Regional variations are also striking. The highest average pension is in the capital, Kyiv, at 9,901 hryvnias. In Donetsk region, it is 8,990 hryvnias, and in Luhansk region, 8,752 hryvnias. At the lower end, Ternopil region averages 5,657 hryvnias, Chernivtsi region 5,839 hryvnias, and Zakarpattia region 5,918 hryvnias.
Notably, 2.8 million pensioners—28% of the total—continue to work while receiving benefits, with an average pension of 7,994 hryvnias. These trends underscore the challenges facing Ukraine’s pension system, where a shrinking retiree base and significant regional payout gaps are pressing social issues.
The reduction in pensioner numbers likely reflects broader demographic shifts, including an aging population and low birth rates. Meanwhile, the stark regional pension inequality risks fueling social tensions. For context, Ukraine has faced significant demographic pressures due to migration and conflict in recent years.
