According to TSN.ua: Kyiv is confronting a severe crisis in snow and ice removal, leading to dangerously slippery conditions on streets and sidewalks. Mayor Vitali Klitschko has set a deadline of the evening of January 19 for the cleanup, criticizing the inadequate work that has sparked a conflict with the head of the Kyiv City Military Administration (KMDA), Timur Tkachenko. The situation was exacerbated by a recent ice storm and severe frost that hit the city, creating hazardous road conditions. This standoff highlights the ongoing challenges of urban management in Ukraine during wartime.

Injuries and Political Tensions Escalate

Kyiv City Council deputy Yevhen Kuzmenko, commenting on the situation, reported suffering a spinal fracture due to the icy conditions, underscoring the gravity of the problem. He noted that

"winter arrived unexpectedly"
and expressed shame over the work performed by municipal services. The KMDA argues that the city critically lacks street cleaners, complicating efforts to combat the effects of harsh winter weather.

Meanwhile, fines for citizens failing to clear snow are set at:

  • 340 to 1,360 hryvnias for private citizens;
  • 850 to 1,700 hryvnias for private entrepreneurs and officials.

Vitali Klitschko stated that if his demands are not met, he will be forced to appeal to the President, who appoints district heads without the mayor's approval, to take personnel measures. This situation underscores the political conflict between Klitschko and Tkachenko, which has erupted against the backdrop of crisis management during winter in the capital. The dispute over snow removal has become a flashpoint in a broader struggle over administrative control in Kyiv.
