According to TSN.ua: Kyiv Mayor Vitali Klitschko has stated that there was no coordination between city authorities and the national government ahead of the Russian Federation's mass attack on the Ukrainian capital. He emphasized that despite a working meeting held on January 9, 2023, with Ukraine's Prime Minister to discuss risks to critical infrastructure, effective coordination efforts were virtually non-existent following the assault. This highlights a critical vulnerability in Ukraine's civil defense during a period of sustained conflict.
