The Ministry of Defense explains why there are delays in transfers through 'Army+'.
The function of changing the place of service has been working in the 'Army+' application for almost two months now. However, the Ministry of Defense receives many inquiries from military personnel who are still waiting for an order or facing its neglect. The press service of the Ministry of Defense reports this.
Daily, about 1,000 reports are submitted through the application to the Personnel Center of the Armed Forces of Ukraine. So far, 30,000 reports have been submitted. Some military personnel submit reports 5-7 times, correcting mistakes as advised by operators or receiving refusals due to the transfer being declined by the commander of the unit, where their approval is required by resolution.
'This increases the workload of operators, who work around the clock. Sometimes orders are formed in a few days, and military personnel immediately see their number and date in the application. Other times, it takes weeks,' the message states.
To simplify the work of operators, frequent mistakes of military personnel were analyzed, and the report in the 'Army+' application was improved. Links to examples of recommended documents and a list of typical military documents with hints on the pages that need to be added were included.
For example, changes were made to the Cabinet of Ministers' resolution No. 1291, which simplified the formulation of orders for soldiers and sergeants by removing their military positions. Now it is enough to indicate only the name, rank, unit numbers, and taxpayer identification number. This way, questions were avoided when a transfer order was ignored due to a change in position in the staffing schedule.
Moreover, the Central Office for the Protection of Military Personnel's Rights is responding to the inquiries of military personnel along with military management bodies and is monitoring the compliance with orders by unit commanders.
'The main thing is - if there is an order for transfer, it should be executed. The commander should not hold back a service member who has legally chosen another unit where they will feel motivated. If such cases arise, a form should be filled out in the application, which is located along the path:

Remember that the update of the 'Army+' application has simplified the submission of reports for military personnel. To date, 560,000 military personnel have registered. The application offers 19 types of reports, including a change of place of service for the Armed Forces of Ukraine and the National Guard, as well as return after the military service.
We remind you that in 2025, Ukrainian military personnel will receive a digital military ID in the 'Army+' application.
