Talks Between Ukraine, the U.S., and Russia
According to UATV: On January 30, negotiations involving Ukraine, the United States, and Russia took place, revealing significant disagreements over territorial issues. While the Ukrainian side maintains its position, the United States has put forward two distinct proposals concerning the Donbas region. A notable sign of progress is the unprecedented participation of high-ranking military commanders from all three nations at the same table.
President Volodymyr Zelenskyy has commented on a 20-point peace plan that addresses critical aspects, including territorial matters. According to expert Volodymyr Fesenko, the territorial question encompasses the status of both occupied and annexed territories, and there is a clear lack of consensus on this point.

Fesenko further noted that if Russia continues to insist on a unilateral withdrawal of Ukrainian forces from the Donbas, it will lead to a deadlock. The Ukrainian delegation also acknowledges progress in the talks, indicating some forward movement in the discussions. The active involvement of senior military representatives from all three sides lends additional weight to these negotiations.
Core Issues of the Peace Negotiations
It is important to recall that the Russian National Guard (Rosgvardiya) is integrated into the Russian military, and Russia opposes the establishment of an international administration in the Donbas. These issues remain central to the ongoing peace talks, which aim to achieve stability in the region.
The negotiations underscore the complexity of the Ukrainian conflict and the divergent positions of the participants. Despite measured progress, crucial questions, particularly the status of territories, remain unresolved. Given the active role of military leaders, these talks could become a vital platform for advancing the peace process in the region. The conflict in Eastern Ukraine, which began in 2014, has resulted in over 14,000 deaths and remains a major point of geopolitical tension.
