According to ТСН: The loud 'Trump peace plan', which sparked extensive discussion in Ukraine and Europe, turns out to be just an illusion.

Expert Vitaly Portnikov explains in his interview that Putin does not plan to end the war because his goal is to destroy Ukraine as a state.

Who and Why 'Wrote' the Plan

According to Portnikov, there is actually no Trump plan. After unsuccessful negotiations with Putin, Trump decided to pressure Russia by imposing strict sanctions against major oil companies. In response, Putin sent businessman Kirill Dmitriev to Washington to negotiate the lifting of these sanctions.

'Dmitriev practically does not meet with anyone in Washington, except for the special representative of the US president, Steve Witkoff, who spends several hours with him. During this time, Dmitriev provides him with a draft of the plan, which has not been coordinated with anyone — neither in the Russian president's administration nor in the Russian Foreign Ministry.'

Thus, Kirill Dmitriev was ultimately just bluffing, attempting to pressure Trump. The idea of the 'peace plan' was created by official Steve Witkoff in order to bypass the Secretary of State and demonstrate that the Russians were supposedly ready for a compromise. The 'plan' was worked on with the involvement of Trump's son-in-law Jared Kushner, but Trump himself did not know what it was about.

When Dmitriev realized that the sanctions were not being lifted, he leaked the draft to journalists, which caused panic in US government institutions. Officials were forced to invent 'legends' surrounding this plan, unwilling to admit that Witkoff and Kushner had failed.

The Role of Ukraine and Europe

US officials contacted Ukraine. The Secretary of the National Security and Defense Council, Rustem Umierov, who was in Washington for negotiations, was briefed on the document. The 'plan' was presented to Zelensky by Army Minister Den Driscoll, who also had not read the document. Everyone, including NATO ambassadors, watched the situation from the sidelines, considering it unusual.

Portnikov notes that Europe realizes that Trump is 'a person in a complicated cognitive situation' and is trying to explain to him that the situation is far from favorable.

Why the War Will Not End

Even if Zelensky visits Washington and signs 'some agreement' with Trump, it will not change the situation, as the Russians do not plan to sign anything.

'Putin will calm down only when Russian troops control the area from Uzhhorod to Kharkiv. Until that moment, do not expect the war to end.'

The analyst confirmed that the Kremlin still dreams of Ukraine disappearing from the political map, preparing specific departments and materials for the Russification of Ukrainians in occupied territories.

It should be noted that diplomat Valeriy Chaliy emphasized that the presented plan of 28 points is an element of a Russian special operation aimed at changing the frameworks of the war and legalizing the annexation. The Kremlin seeks to impose conditions on Ukraine regarding neutrality and limiting sovereignty.

Chaliy also noted that the Kremlin side would not accept any changes to the document, as it does not need peace, but a reformulation of the war.
