Recently, such blackmail resulted in a 72-year-old woman with a disability in temporarily occupied Luhansk becoming a hostage to the situation, as she became a Russian citizen without her consent.

New law regarding foreign citizens

As of February 5, 2025, the law 'On the Legal Status of Foreign Citizens in the Russian Federation' will come into effect in Russia. According to this law, Ukrainians who do not obtain a Russian passport and do not change their citizenship in temporarily occupied territories will not be able to legalize their relationships.

Also, starting February 5, 2025, a registry of controlled individuals will operate in the temporarily seized territories of Ukraine, in which the enemy will include Ukrainians without a Russian passport.

If data about a Ukrainian who has not received a Russian passport enters the registry, he or she will have to leave the settlement or obtain legal grounds for residence. Additionally, residents of temporarily occupied territories without a Russian passport will be banned from using banks, registering real estate, driving vehicles, and getting married.
