Corruption Uncovered in Ukraine's Energy Sector
According to TSN.ua: Ukraine's National Anti-Corruption Bureau (NABU) released a video on February 19, 2023, detailing a major corruption case involving the country's energy sector. The footage focuses on former Energy Minister Herman Galushchenko, identified as a central figure in a scheme codenamed 'Shlagbaum' (Roadblock). According to NABU, from 2021 to 2025, a total of $12 million was laundered for Galushchenko's benefit. This case highlights the ongoing challenges Ukraine faces in reforming key state industries, even amid a national fight for survival.
The investigation revealed that over $7 million was funneled to accounts belonging to two companies registered in the Marshall Islands. An additional $4 million was withdrawn in cash in Switzerland. NABU also noted that an investment fund was established on the island of Anguilla in February 2021, with plans to attract approximately $100 million.
Financial Schemes and Consequences
Evidence indicates Herman Galushchenko received more than $112 million in cash from illicit energy sector schemes. Over $7.4 million was transferred to accounts controlled by his family, and more than 400 million hryvnias were deposited into the ex-minister's personal accounts. The investigation also uncovered that his son's education in Switzerland cost $200,000 per year.
Currently, Herman Galushchenko is under arrest for 60 days, with bail set at 200 million hryvnias. This situation underscores severe corruption problems within Ukraine's critical energy sector and has provoked significant public outcry. The investigation, part of an operation called 'Midas,' aims to expose systemic corruption in the country.
