Ukraine's Illicit Cigarette Market Shrinks by 6% in 2025, Marking Progress in Enforcement.
Illicit Cigarette Market in Ukraine Sees Decline in 2025
According to TSN.ua: Ukraine's illegal cigarette market contracted significantly in 2025, shrinking by 5.9%. This progress comes as authorities intensified enforcement, seizing illicit tobacco products valued at 2.234 billion hryvnias—a sharp 60% increase from the 1.4 billion hryvnias confiscated in 2024. The crackdown led to 304 criminal proceedings being initiated, with 170 cases sent to court and 110 convictions secured. This battle against contraband is crucial for protecting state revenue and public health.
Seizures and Enforcement Outcomes
Authorities confiscated the following items in 2025:
- 2,074,533 packs of cigarettes,
- 351,072 kg of loose tobacco,
- 9,590,580 excise tax stamps,
- 2,540,000 cigarette tubes,
- 4,542,939 packaging units,
- 497,623 boxes of filter sticks.
As part of humanitarian aid, 4,260 packs of cigarettes and one vehicle were transferred to the Armed Forces of Ukraine. The share of the illicit cigarette trade fell from 21.8% in 2023 to 15.9% in 2025, indicating the effectiveness of these efforts.
Revenue recorded through cash registers (RRO) rose to 152.47 billion hryvnias in 2025. However, the current liability system only permits the confiscation of equipment, a limitation that may require legislative improvement. Presently, only 9 territorial offices of the Bureau of Economic Security (BEB) are operational, staffed at just 27–60% capacity. While declared tobacco crop areas covered 840 hectares, the actual cultivated land reached 14,800 hectares, highlighting a major enforcement gap.
BEB's priorities for 2026 include combating the illegal tobacco market, implementing systemic reforms, strengthening liability, and improving inter-agency cooperation. In the past year, enforcement actions halted 28 industrial production lines, demonstrating ongoing activity against illicit tobacco operations.

The surge in seized product volumes also points to more active work by law enforcement in this area. Nevertheless, the need to refine the control and accountability system remains urgent, given the existing shortcomings in the structure of regional offices and the vast discrepancy in reported versus actual tobacco cultivation.
