According to ТСН: Two and a half years ago, a group of high-ranking officers gathered in a closed military complex in Berlin to create a document that is now considered Germany's most ambitious military project since the Cold War. This is about the secret plan 'Operation Germany' - OPLAN DEU, which is already being actively implemented.

Why Germany needs such a plan

The full-scale invasion of Russia into Ukraine in 2022 undermines years of stability in Europe, forcing NATO countries to significantly increase their defense capabilities. However, military power is only part of the success. The foundation of OPLAN DEU is a large logistics plan of 1200 pages.

The document details how up to 800,000 troops from Germany, the USA, and other NATO allies can be deployed to the east in case of a threat from Russia. The document contains:

  • routes of movement;

  • ports and rivers for cargo;

  • condition of railways and roads;

  • methods of protecting convoys during movement.

Thus, Germany is once again becoming the logistics center for Europe's defense.

Why Germany plays a key role in case of war

'Look at the map,' experts note. NATO troops will not be able to pass through the Alps, so any transfer of forces to the east will inevitably go through Germany, regardless of where a potential conflict begins.

The new plan brings the country back to Cold War strategies, but taking into account modern challenges:

  • worn infrastructure,

  • bureaucratic restrictions,

  • reduced army size,

  • new threats - cyberattacks, sabotage, espionage.

According to estimates by German military officials, Russia may be ready to attack NATO by 2029, although a series of sabotage and espionage incidents suggest that the Kremlin may act sooner.

Ceasefire in Ukraine - an additional threat

Analysts believe that a possible ceasefire in the war between Russia and Ukraine could 'free Moscow's hands' to prepare for aggression against Europe. Therefore, German planners seek to increase the resilience of all of Europe to respond quickly and effectively.

'Our goal is not war but deterrence,' emphasizes one of the authors of OPLAN DEU.

How Germany tests military readiness

This autumn in Eastern Germany, the defense giant Rheinmetall built a mobile camp for 500 soldiers in 14 days, with all necessary amenities. Just a week later, the camp was dismantled.

The project revealed a number of deficiencies:

  • lack of space for equipment,

  • uncoordinated land plots,

  • the need to install a new traffic light to avoid traffic jams during the movement of columns.

These 'details' are being taken into account in the new version of the plan, which is already undergoing revisions.

Rheinmetall has received a contract for 260 million euros to support German and allied troops - the private sector is actively involved in the project.

The main obstacles - not technology, but bureaucracy

Military officials acknowledge that the main complications arise not from military equipment but from peacetime rules:

  • overly complex procurement procedures,

  • strict data protection legislation,

  • slow administrative processes.

For OPLAN DEU to work, Germany needs to change the mindset that has formed over decades of stability and return to a defense logic.

One important aspect of OPLAN DEU is that it not only enhances Germany's defense capabilities but also strengthens NATO's position in Europe. In the new security conditions, cooperation among participating countries becomes increasingly relevant. Undoubtedly, the implementation of this plan will affect the military strength not only of Germany but of all of Europe as a whole.
