USA and EU agree on security guarantees for Ukraine: details of two documents.
According to ТСН: Diplomats from the USA and Europe, who held negotiations with the Ukrainian leadership in Berlin for two days, have reached an agreement on two documents that lay the foundations for future security guarantees for Ukraine. These documents are to become the basis for a broader peace agreement in the context of a war that has been ongoing for nearly four years. They are also expected to convince Ukraine to make territorial concessions and abandon the possibility of becoming a full member of NATO.
European Commission President Ursula von der Leyen noted that the parties achieved "real and concrete progress" thanks to the agreed positions of Ukraine, Europe, and the USA. However, she expressed concern that a comprehensive ceasefire currently seems unlikely, as Russia is not participating in the negotiations.
Positions of the Parties
Diplomats point out that any peace agreement will require serious concessions either from Ukrainian President Volodymyr Zelensky or from Kremlin leader Vladimir Putin. While Zelensky shows concern about territorial compromises, Putin, according to Western officials, remains uncompromising in his demands.
Russian Deputy Foreign Minister Sergey Ryabkov emphasized that Moscow insists on the transfer of the still unoccupied part of Donbas to Ukraine and categorically opposes the deployment of NATO troops on Ukrainian territory.
Two Key Documents
The first document contains general security principles that, according to diplomats, approximate guarantees similar to NATO Article 5, which provides for collective defense in the event of an attack.
The second document - the military-operational (mil-to-mil) - includes mechanisms for interaction between the Armed Forces of Ukraine, the USA, and European partners. It outlines actions in the event of new attempts by Russia to capture Ukrainian territories.
The documents have not yet been published, but, according to sources, they contain instructions for deterring Russia and punishing for new aggression. Volodymyr Zelensky emphasized that each partner country already knows its level of involvement - from providing intelligence to deploying troops on Ukrainian territory.
Army of 800 thousand and European Troops
The main goal of the documents is to form a Ukrainian army of approximately 800,000 military personnel in peacetime, equipped with modern means of armament and training. Currently, the number of the Armed Forces of Ukraine during the war amounts to about 900,000 people. For comparison, Germany has about 180,000 military personnel.
In addition, the documentation provides for the deployment of European troops in western Ukraine, away from the line of ceasefire. Their tasks include the protection of airspace and maritime space, as well as additional deterrence of Russia. The initiative's coordination is carried out by France and Great Britain within the framework of the "Coalition of the Willing," which includes about 30 countries.
Role of the USA
U.S. President Donald Trump has repeatedly stated that he will not send American troops to Ukraine. Instead, the USA plans to provide significant intelligence support, including monitoring the ceasefire regime and detecting new attacks.
A joint statement from European leaders emphasizes that the USA will lead the mechanism for international monitoring and verification of the ceasefire for early warning of possible new aggressions.
Volodymyr Zelensky hopes that the final versions of the documents will be ready in the coming days, after which they will be handed over to Russia for further consultations with Ukraine.

The success of the negotiations in Berlin indicates a gradual movement toward resolving the conflict in Ukraine. However, one cannot forget the urgency of compromise from both sides, as future steps can significantly affect the restoration of peace in the region.
