According to TSN.ua: On March 28, the Russian military launched strikes on port infrastructure in the Odesa region, resulting in civilian casualties in the city of Odesa. A drone attack damaged a grain gallery and an empty storage tank. According to reports, multiple impacts were recorded in the early hours of March 28 at an industrial facility and an adjacent terminal, also causing damage to parts of the berthing infrastructure and one of the technical containers.
During the night of March 28, two people were killed in Odesa, and over 11 others sustained injuries. In the Prymorskyi district, a strike hit the roof of a maternity hospital, underscoring the direct threat to civilians. Additionally, the ceilings between the fourth and fifth floors of a multi-story residential building were partially destroyed.

On the morning of March 28, Oleh Kiper, head of the Odesa Regional Military Administration, reported that the enemy had struck port infrastructure, but no information on casualties was available at that time. Ukrainian President Volodymyr Zelenskyy stated that
“the shelling had no military purpose and was directed against the civilian population,”highlighting the severity of the situation in the region and the escalation of the conflict, which endangers the lives of peaceful citizens.
