Military Conscription Centers Can Only Summon Reservists for Medical Exams – Conscripts Exempt.
Military Registration and Medical Commissions
According to Novyny.live: Under Ukrainian law, Territorial Centers for Recruitment and Social Support (TCCs) are authorized to summon only individuals classified as 'military reservists' for evaluation by a Military Medical Commission (MMC). Conscripts, by contrast, may only undergo such an exam if they voluntarily enlist for military service. Legal experts confirm this distinction, and it is strictly regulated by current legislation.
Existing regulations stipulate that TCCs can issue a summons or referral for an MMC evaluation. The Military Medical Commission plays a critical role in the military registration system and is essential for maintaining national defense readiness. However, it is important to note that conscripts are not required to attend an MMC unless they choose to join the armed forces voluntarily.
Vladyslav Deriy, an expert in the field, stated: 'A young man cannot be forced to undergo a military medical commission.'
This underscores the need to adhere to the legal framework governing military registration. According to paragraph 22 of Cabinet of Ministers Resolution No. 1487, conscripts may only be referred to an MMC during martial law if they are being accepted for voluntary military service. Thus, the law clearly defines the boundaries within which TCCs can operate.
Upon reaching the age of 25, conscripts must update their military status to 'reservist' within 30 days. This is a key step in the military registration process, ensuring that a citizen's status aligns with current legal requirements. Compliance with these rules not only streamlines military record-keeping but also enhances the effectiveness of mobilization efforts across the country.
These legal provisions are especially significant under martial law, as they provide legal clarity for citizens subject to military registration. Adhering to these regulations supports the organization of military service and helps establish a clear mobilization structure, which is vital for Ukraine's defense capabilities. Proper understanding and enforcement of military registration norms can prevent legal disputes and ensure stability in the process of staffing the Armed Forces of Ukraine.
