NABU identified violations in declarations worth UAH 192 million: who made the list.
The National Agency for the Prevention of Corruption published the 10 largest violations in declarations in July 2025. This list included the reporting documents of Odesa City Council deputy Petro Obukhov and former head of the customs clearance department of the 'Chornomorsk' customs post Yevhen Nosov.
According to the National Agency for the Prevention of Corruption (NAPC), Petro Obukhov submitted inaccurate information regarding income from business activities for 2023. The documents indicated an amount of UAH 5,024,000, but a check revealed that the deputy received UAH 6,423,483. Explaining the discrepancies, Obukhov stated that at the time of filing the declaration, he was on different taxation systems, which caused discrepancies in calculations. In addition, the declared amount of dividends was UAH 1,485,000, but the NAPC found that the actual amount was UAH 2,366,000. In total, the agency identified violations amounting to UAH 18,280,600.
Declaration of Yevhen Nosov
In the declarations of Yevhen Nosov, former head of the customs clearance department No. 5 of the 'Chornomorsk' customs post of Odesa customs, violations were also identified for the years 2022-2023. The NAPC sees signs of inaccurate information totaling more than UAH 8.5 million in the reporting documents of the former official. The materials of this investigation have been transferred to the State Bureau of Investigation.
Overall, the National Agency for the Prevention of Corruption identified serious violations in the declarations of Petro Obukhov and Yevhen Nosov, which amounted to a significant sum and indicate the inaccuracy of the submitted data. The agency's actions demonstrate an attempt to counter corruption and create a more transparent income declaration system for officials.
