A Billion-Hryvnia Detention Center Near Kyiv: Contractor and Funding Details Revealed.
New Pre-Trial Detention Facility Planned for Martusivka
According to TSN.ua: A new pre-trial detention center (SIZO) with a capacity for 1,072 inmates is set to be constructed in the village of Martusivka, near Boryspil, at a cost of 1.09 billion hryvnias. Construction is scheduled to last until 2028. The tender for the project was won by the Kyiv-based company LLC "Antaris PVR-Bud," which was founded in 2007. This major infrastructure project is part of ongoing efforts to modernize Ukraine's penal system.
Funding Schedule and Transparency Concerns
Funding for the detention center will be allocated over a four-year period, with the following annual breakdown:
- 3.57 million hryvnias in 2025;
- 416.82 million hryvnias in 2026;
- 469.80 million hryvnias in 2027;
- 200 million hryvnias in 2028.
Marina Bataieva, the owner of LLC "Antaris PVR-Bud," noted that specific construction details or specifications are not yet available.
Human rights advocate Eduard Bagirov expressed concern over the transparency of the tender process.
He suggested it appeared that competitors were artificially introduced to create an illusion of a fair contest. Bagirov also emphasized that Denys Herhii, the head of the General Directorate of the State Criminal Executive Service, holds ultimate responsibility for all aspects of the tender and the use of state funds. Such large-scale public contracts in Ukraine are often scrutinized for compliance with procurement laws.
Consequently, the planned Martusivka detention center raises both hopes for improved conditions for detainees and questions about procedural openness. Ongoing public and institutional monitoring of the project's implementation will be crucial to ensure budgetary funds are used appropriately and that all legal requirements for public tenders are strictly followed. The concerns raised by rights activists are likely to prompt closer oversight of the construction process.
