eOselia at 7%: who can get a preferential mortgage in 2025.
The state program 'eOselia' has become a real breakthrough for Ukrainians dreaming of their own housing. Over more than two and a half years of its existence, the conditions of the program have expanded, opening access to preferential mortgages for various categories of citizens.
The editorial team of Novyny.LIVE explains who can take advantage of the 7% annual interest loan, what the requirements for borrowers are, and why the emphasis is placed on new housing.
Terms of eOselia at 7% for non-preferential categories
Initially, the preferential mortgage was only available to military personnel and government employees, but now ordinary Ukrainians who lack housing or live in unsuitable conditions can also benefit from the 7% rate.
This concerns participants in combat actions and veterans, families of deceased servicemen, internally displaced persons (IDPs), as well as citizens without housing or with an area smaller than the social norm. According to 'Ukrfinzhytlo', through which the program is implemented, the highest demand in 2025 is observed among these categories.
Who has the right to a mortgage at 7%
- war veterans and their family members;
- internally displaced persons;
- citizens without housing;
- persons whose housing area is less than 52.5 sq. m per person, plus 21 sq. m for each additional family member.
These borrowers can obtain a loan at a rate of 7% per year, but they must meet several key requirements. First, the housing object must be either new (not older than three years) or under construction. Second, the developer must be accredited by the partner bank of the program.
What properties can be purchased under eOselia
As noted in 'Ukrfinzhytlo', since early 2025, nearly 58% of mortgage agreements under the 'eOselia' program have been concluded in the primary market. This indicates the state’s clear focus on supporting new construction. The reason for this approach is the strategic task of restoring housing infrastructure in wartime conditions.

Why is the rate exactly 7% and how does it differ from 3%
A mortgage at 3% is available exclusively for preferential categories — contract military personnel, police officers, teachers, doctors, and scientists working in the public sector. Their status is verified annually. If the status is lost, the rate automatically rises to 7%.
All other categories do not have the opportunity to claim 3% and from the very beginning enter into an agreement at the 7% terms.
'The 7% model allows to expand the program to thousands of families who do not have special status but really need housing', noted in 'Ukrfinzhytlo'.
At the same time, 7% is significantly lower than the market rate. In the open mortgage market without the program, it exceeds 18-20%.
What needs to be prepared before submitting an application
To apply for participation in the program, it is necessary to:
- Check eligibility for participation (category, lack of housing, etc.).
- Prepare documents: passport, tax identification number (TIN), income statement, family documents, IDP certificate or veteran's ID (if necessary).
- Select an accredited developer.
- Submit an application through the 'DIIA' portal or at a partner bank branch.
After initial approval, the bank assesses creditworthiness, analyzes the object, and makes a final decision.
We also reported that eOselia remains an important mechanism of state support in the housing sector. However, even with the rates of 3% or 7%, obtaining a loan is not easy — banks approve only about half of the applications.
The 'eOselia' credit program in Ukraine has gained great popularity among various categories of citizens, providing the opportunity to obtain affordable housing at low interest rates.
