Abuses of Power by Law Enforcement in Ukraine – The Scale of the Problem

According to Слово і Діло — Інфографіка: Between 2021 and 2026, Ukrainian law enforcement agencies reported an alarming number of cases of abuse of power by officials. Analysis of the data reveals that during this period, there were over 6600 such incidents, indicating serious challenges in the law enforcement system.

In 2021, 1863 incidents of abuse of position were recorded, of which 36 resulted in charges, and 26 cases went to court. The following year, in 2022, this number decreased to 1059 – in 31 cases charges were filed, and only 13 were brought to trial. In 2023, the situation slightly worsened: 1201 cases were reported, with 56 charges and 48 court cases. In 2024, the number of incidents was 1159, but only 20 resulted in charges, and 12 went to court. In 2025, there were 904 recorded cases, 34 charges, and 24 court cases. In the first half of 2026, investigators documented already 487 cases, with only 6 charges and 3 sent to court.

In comparison, in 2024, nearly 16,500 crimes against internally displaced persons were recorded, showing a broader context of legal violations in the country.

Crime Trends and Their Consequences

Over the past four years, the number of crimes related to illegal arms or ammunition trafficking has increased by more than 40%. These figures underscore the urgent need for enhanced oversight and accountability among officials to reduce abuses and ensure the rule of law in Ukraine.

Cases of abuse of power by law enforcement in Ukraine reveal systemic issues in this sector that require immediate corrective action.

The growing number of incidents involving illegal weapons also highlights security issues in the country, especially in light of the ongoing war and internal challenges. In the face of these trends, it is crucial for relevant institutions to take steps to rebuild public trust in law enforcement and improve the effectiveness of their actions.
