Ukrainian researchers claim that Putin is not ready for agreements in negotiations with Ukraine and refuses any changes to the terms. Russia plans to keep the same conditions that were announced in Istanbul in 2022. Under these conditions, Russia demanded Ukraine's neutrality and limitations on the size of its Armed Forces.
Speaker of the Federation Council of the Russian Federation Valentina Matviyenko stated on December 24 that Russia is ready for agreements in negotiations with Ukraine. At the same Time, she emphasized that the conditions put forward during the negotiations in Istanbul in March 2022 remain unchanged.
Analysts note that such statements indicate Putin's confidence in his victory over Ukraine, despite the significant losses suffered by Russian troops.
