US Senators Lindsey Graham and Richard Blumenthal are considering the possibility of introducing a bill in the Senate that, if passed, could recognize Russia and Belarus as states sponsoring terrorism due to the abduction of Ukrainian children.

What the Graham and Blumenthal bill is based on
In the bill, the authors refer to media reports and assessments from the Ukrainian government, showing that Russia and Belarus have taken or relocated tens of thousands of Ukrainian children since the start of Russia's invasion of Ukraine in 2022.
'The Russian Federation has abducted, deported, or relocated Ukrainian children aged from a few months to 17 years. President Putin's regime seeks to 'Russify' Ukrainian children through abduction, deportation, or relocation to destroy their Ukrainian identity. The Russian puppet state, Belarus, has directly supported the abduction of Ukrainian children and facilitated their relocation', the bill states.
What Russia must do
If the bill is introduced and passed, it will give Russia 60 days to prove that the missing children have 'been reunited with their families or guardians in a safe environment; and that the full reintegration process of such children into Ukrainian society is ongoing.' Otherwise, the bill directs the Secretary of State to recognize Russia and Belarus as states sponsoring terrorism.
It was previously reported that US First Lady Melania Trump sent a letter to Russian dictator Putin through her husband, urging him to return the Ukrainian children. The letter includes a call 'The time has come.'
It has also become known that Ukrainian intelligence has obtained new evidence of the abduction of Ukrainian children by Russians from temporarily occupied territories.
