Secretary General of the Council of Europe, Alain Berset, announced that all stages of preparation have been completed, and the Tribunal may begin its work soon.
On June 25, 2025, President of Ukraine Volodymyr Zelensky signed an agreement with the Council of Europe to establish the Tribunal in Strasbourg. According to Berset, this is an important step for Ukraine and Europe.
The Council of Europe activates a forward team to prepare all necessary elements, including legal, infrastructural, and personnel aspects. Funding is currently being sought for this stage.
