The Rada approved the law on dual citizenship: what the document entails.
Draft law on the institution of multiple citizenship
The Verkhovna Rada of Ukraine adopted a draft law that introduces the institution of multiple citizenship. President Volodymyr Zelensky presented the document, and the members of parliament supported it in the first reading. Draft law No. 11469 amends the procedure for obtaining and retaining citizenship with certain restrictions.
The draft law allows Ukrainian citizens to have citizenship of other countries under certain conditions, but with restrictions regarding aggressor countries.
MP Yaroslav Zheleznyak reported that the parliamentarians instructed to consider the proposals of the Ukrainian World Congress and to obtain the opinion of the Constitutional Court before the second reading. A special vote is planned to confirm the constitutionality of the document.
The main changes proposed by the draft law concern expanding the opportunities for obtaining citizenship for various categories of individuals, including adopted children, spouses of foreigners, and individuals who have served in Ukrainian law enforcement agencies. An important feature of the document is the prohibition of multiple citizenship for individuals with passports from aggressor states or countries that do not recognize Ukraine's territorial integrity.
In addition, the draft law aims to simplify the return of Ukrainians who left the country due to the war and regulate the status of foreigners who assisted the Ukrainian army.
