Voting in the Verkhovna Rada on January 13, 2023

According to TSN.ua: On January 13, 2023, a vote took place in the Verkhovna Rada that revealed problems with support for personnel decisions. As a result of this vote, the head of the Security Service of Ukraine (SBU), Vasyl Maluk, was dismissed. This dismissal, along with unsuccessful attempts to appoint Energy Minister Denys Shmyhal and Defense Minister Mykhailo Fedorov, demonstrates a loss of control in the parliament and dependence on situational allies, which may indicate a potential systemic crisis.

A total of 235 people's deputies voted for the dismissal of Vasyl Maluk. In particular, the 'Servant of the People' faction provided 168 votes 'for' his dismissal. Other factions, such as:

  • 'Fatherland' (11 votes)
  • 'Platform for Life and Peace' group (12 votes)
  • 'Restoration of Ukraine' (10 votes)
  • 'For the Future' (11 votes)
  • 'Trust' (18 votes)

also supported this decision. At the same time, Energy Minister Denys Shmyhal and Defense Minister Mykhailo Fedorov were not appointed to their positions on January 13.

Situation in the Parliament

The situation remained complex, as noted by people's deputy Solomiia Bobrovska. Yaroslav Yurchyshin reported that Vasyl Maluk fundamentally did not appear at either the faction meeting or the parliamentary session hall. However, on January 14, the Verkhovna Rada supported the appointment of Denys Shmyhal as the First Deputy Prime Minister - Minister of Energy of Ukraine, which was voted for by 248 deputies. Also, 277 people's deputies supported the appointment of Mykhailo Fedorov as Minister of Defense, making him the youngest Minister of Defense in the history of independent Ukraine.

Thus, the events of January 13 indicate current challenges in state governance and potential problems in forming stable political support in the parliament.

These events also emphasize the importance of political stability in Ukraine, especially in light of the modern challenges facing the country. Personnel changes in high positions can have far-reaching consequences for the efficiency of state governance and public trust in the government.
