Ukraine Tightens Financial Oversight on Property Deals
According to Novyny.live: Starting in 2026, Ukraine has put into effect a new financial monitoring system for real estate transactions. Agents must now report any deal valued at over 400,000 Ukrainian hryvnias. All related documentation will be kept in archives for at least five years.
What Real Estate Professionals Must Do Now
Under the updated rules, agents are required to verify client identities, check the source of funds, and flag any suspicious activity. Attorney Anna Daniel commented:
“This process is essential for preventing financial crimes in the property sector.”
Kyiv-based agent Iryna Lukhanina stressed that this is not a new law, but rather the start of its enforcement. She added that while deals are not becoming more complex, higher-risk transactions may now attract closer scrutiny from financial watchdogs.
Lawyer Oksana Zhdanova noted that standard checks can take anywhere from one to three days—and sometimes longer—which could delay the closing of deals. The measure is designed to increase transparency in the real estate market and reduce the risks associated with 'gray' schemes that can harm both buyers and sellers.
Parliamentary Committee Chair Olena Shulyak, along with agency leaders such as Andriy Romanov of KyivDimService, have welcomed the changes as a step toward a safer and more regulated property market in Ukraine. Real estate professionals must now adhere to these new standards, which aim to protect the interests of all parties involved in a transaction.
The rollout of financial monitoring in Ukraine reflects the government's growing efforts to combat financial crime and boost market transparency. This could strengthen trust among investors and buyers, as tighter controls help reduce exposure to shady deals. At the same time, the new requirements may cause delays in deal processing, requiring both agents and clients to adapt to the evolving landscape.
