New Tactics of the RF in 2025: Why the Enemy Hits One Region Instead of the Whole Country.
According to ТСН: In 2025, Russian forces significantly changed their strategy for air attacks on the territory of Ukraine. They abandoned the dispersal of resources across all regions and switched to a method of concentrated strikes on certain areas.
This was reported by a Ukrainian Armed Forces officer and political scientist Andriy Tkachuk.
He noted that a key feature of the attacks in 2025 was selectiveness. Russians no longer launch a small number of drones or missiles in various regions of Ukraine but focus on one or two areas to carry out strikes.
“In 2025, Russia stopped massively hitting different regions of Ukraine. They are launching fewer and fewer drones over many regions. Now they are specifically targeting certain areas,” emphasized Tkachuk.
The expert outlined the changes in tactics, which can be represented as follows:
Initially, frontline zones were under precise fire.
Then the enemy switched to northern Ukraine, specifically Chernihiv, Sumy, and Kharkiv regions.
Currently, the epicenter of attacks is in the Odessa region and western areas.
Kiev remains a priority target.
What is the Goal of Strikes on the Odessa Region and the West
Regarding attacks in the south, particularly in the Odessa region, the aggressor pursues several goals. In addition to the usual terror against the civilian population, the Russians aim to destroy logistical chains.
“The occupiers are specifically working against the Odessa region, trying to disrupt logistics between the northern and southern parts,” noted the officer.
Another important goal of the new tactics is psychological pressure. While destroying energy and communal infrastructure in certain areas, the enemy seeks to destabilize the situation in cities, provoking discontent among the population due to the lack of light and heating.
It is worth noting that former Air Force officer Anatoliy Khrapchynskyi reported that during the massive RF attack on December 23, 2025, the main strike was aimed at the western regions of Ukraine, indicating a change in the enemy's tactics.
In his opinion, Russia is trying to overload the capabilities of Ukrainian air defense, looking for weak spots, particularly through the Chernobyl zone and the Cherkasy region, using advanced “Shahed” type drones.
The expert emphasized that such actions have a terrorist nature, as primarily the civilian population suffers, as well as critical and defense infrastructure.
The change in the strategy of Russian forces indicates a gradual shift to more selective attacks, making the situation in Ukraine even more tense. Focusing on specific regions implies both military and psychological objectives, creating new challenges for Ukrainian defense and the residents of these areas.
