EU leaders supported the initiative to strengthen the bloc's defense capabilities

27 leaders of the European Union member states jointly supported the initiative of European Commission President Ursula von der Leyen to significantly enhance the bloc's defense capabilities. This decision was made at the European Council meeting on European security in March 2025.

The document mentions a letter from von der Leyen to EU leaders, in which she unveils the concept of the Rearm Europe program. The program aims to allocate up to 800 billion euros for the defense needs of the continent.

Furthermore, the European Council called on the EU Council to consider the possibility of raising up to 150 billion euros in loan funds for defense procurement by member states. These loans are planned to be secured by the EU budget.

The European Council also urged the European Commission to propose other sources of defense funding at the EU level, including opportunities and incentives for all member countries... and to quickly present relevant arrangements for discussion.

According to the document, EU leaders will return to the issue of European defense at their meetings in March and June of this year.
