Corruption Charges Against Senior Kyiv City Administration Figures

According to Novyny.live: Ukraine’s Security Service (SBU) and National Police have formally charged a group of high-ranking officials from the Kyiv City State Administration (KCSA) along with heads of municipal enterprises. They are accused of embezzling public funds and engaging in fraudulent activities linked to a 2018 survey of Kyiv’s borders and the delivery of buses received as humanitarian aid.

Charges were brought against:

  • Valentyna Pelykh, Director of the Land Resources Department,
  • Ruslan Kandybor, former Director of the Transport Department,
  • Bohdan Kobernyuk, Director of the municipal enterprise 'Kyivshlyakhmist',
  • Vyacheslav Savytskyi, former head of the municipal enterprise 'Pleso'.

Savytskyi was charged in absentia, as he is currently evading law enforcement.

The case also involves KCSA officials who remained in their posts after the 'Clean City' operation. For instance, losses from the purchase of a rotary parking system exceeded 3.6 million hryvnias. Additionally, a former official is suspected of misappropriating over 300,000 hryvnias in budget funds.

Stepped-Up Anti-Corruption Efforts

As part of the investigation, searches and other procedural actions are underway in KCSA offices, signaling an intensified push by authorities to tackle high-level corruption.

This case marks a significant step in Ukraine’s fight against corruption, particularly amid the government’s recent drive to boost transparency and accountability in spending public money.
