Journalists conducted test purchases and found that nearly 80% of the smartphones they bought were likely smuggled contraband. For their investigation, they purchased the same model—an iPhone 17 Pro with 256GB of storage. The official price for this device at an iStore is 60,700 hryvnias for cash or 63,735 hryvnias by card. However, the GRO retail network offered the same phone for purchase using the USDT cryptocurrency, a common red flag for illicit trade.
The Ukrainian state budget loses an estimated 105 to 120 billion hryvnias annually due to grey imports and smuggling, as this equipment enters the country without customs clearance or proper fiscal registration. In 2024, the Bureau of Economic Security documented that iStore was not issuing fiscal receipts, further complicating oversight. Court records show one Ukrainian citizen alone purchased 856 smartphones worth over 35 million hryvnias, highlighting the scale of the issue. The grey market for electronics is a persistent challenge in many regions, often driven by price differentials and tax evasion.
Crackdown on Smuggling and Its Consequences
Authorities have begun to fight back, with tax inspections resulting in fines totaling 114 million hryvnias. In just one week, customs officers seized 421 iPhones. Raids on the retailer 'Tekhno Yizhak' (Tech Hedgehog) in the summer of 2025 underscore the ongoing crackdown. According to expert Oleh Hetman, avoiding taxes can reduce a product's retail price by about 20-30%. Court materials also confirmed that the movement of smuggled goods was facilitated by individuals carrying backpacks, a low-tech method for evading detection.
This situation highlights the risks for consumers who buy contraband tech, as they may face financial losses and be left without warranties or service support. The journalistic investigation revealed serious flaws in Ukraine's electronics import control system, demanding urgent action from relevant authorities.
