Status of protection in the EU: over 4.3 million Ukrainians have received an extension until 2027.
According to ТСН: As of the end of November 2025, 4.33 million people who fled Ukraine due to Russian aggression are granted temporary protection in the countries of the European Union. Compared to the previous month, this figure has increased by 30.6 thousand persons, which is 0.7%.

Where are Ukrainians concentrated the most?
The main countries hosting Ukrainians remain as follows:
Germany - more than 1.24 million people (28.7% of the total in the EU);
Poland - 968.7 thousand (22.4%);
Czech Republic - 392.6 thousand people (9.1%).
According to Eurostat, the highest concentration of displaced persons per thousand local residents is recorded in Czech Republic (36.0), Poland (26.5), and Slovakia (25.7).
Trend of increasing number of Ukrainians in the EU
In November, an increase in the number of refugees was observed in 21 EU countries, with the largest growth occurring in Germany, Poland, and Spain. At the same time, five countries recorded a outflow of persons with temporary protection, most notably in France and Lithuania.
It is also noted that the number of new decisions on granting status in November (53.7 thousand) decreased by approximately 30% compared to the beginning of autumn. Experts link this to the stabilization of the flow of refugees after the Ukrainian government adopted a resolution that allowed free departure for men aged 18-22 years.
The composition of protection recipients looks as follows: 43.6% - adult women, 30.7% - children, and 25.7% - adult men.
The status of temporary protection is based on a decision of the EU Council from 2022, adopted due to the full-scale invasion of Russia. In June 2025, the European Council officially extended the validity of this mechanism for another year - until March 4, 2027, granting Ukrainians the right to reside, work, and access medical care in EU countries.
Furthermore, it is worth noting that several European countries are reviewing their social assistance programs for Ukrainian refugees.
In light of the evolving situation, the temporary protection program continues to be an important tool for supporting Ukrainians who find themselves in difficult circumstances. European countries, noting a significant increase in the number of refugees, are adapting their policies, tailoring social assistance to new challenges. This will help ensure proper conditions for those who fled the war and are seeking safety and stability in Europe.
