According to ТСН: The administration of US President Donald Trump has proposed significant security guarantees to Ukraine, similar to NATO Article 5. However, this proposal includes a certain ultimatum: either Ukraine accepts it immediately, or the next proposal will be less favorable.
Security guarantees for Ukraine
This initiative arose during prolonged negotiations in Berlin, which involved US special envoy Steve Witkoff, advisor Jared Kushner, as well as representatives from Ukraine and European countries. Washington aims to prompt Kyiv to adopt an agreement that would help end the war.
Ukrainian President Volodymyr Zelensky, along with European leaders, had previously been cautious about agreeing to a deal without clear guarantees from the US, fearing further aggression from Russia in the future.
Now, the US initiative appears to be an attempt to alleviate these concerns and push Zelensky towards quicker decision-making.
'The foundation of this agreement is indeed very strong guarantees - like Article 5. These guarantees will not remain on the table forever. They are available now, if a positive outcome of the negotiations is achieved.'
President Trump noted that he has had telephone conversations with Zelensky and European leaders, and also confirmed contact with Russian President Vladimir Putin, without going into details. He added: 'I feel we are closer to a result now than ever before, and we will see what we can do.' Regarding the timeline for security guarantees, he stated, 'The timeline is the moment when we can finalize this.'
Will Russia agree to all conditions in the final agreement?
In Washington, there is hope that Moscow will agree to these arrangements as part of a final settlement and will not hinder Ukraine's accession to the EU. However, such expectations may be overly optimistic, considering the Kremlin's unwillingness to make compromises in previous negotiations. Russia has yet to express its position on the new initiatives.
'We believe that in the final agreement, the Russians will accept all these conditions that will allow a strong and free Ukraine to exist.'
It is currently unclear when and how the Trump administration will communicate the new developments to Moscow. Kremlin spokesman Dmitry Peskov confirmed that Russia is waiting for relevant information from the American side, adding that Putin 'is open to peace, to serious peace and serious decisions.'
Territorial issues
Witkoff and Kushner also sought to ease the disagreements between Kyiv and Moscow regarding territorial control. Russia does not relinquish control of Donbas, even in those areas that are not effectively under its occupation.
Specific scenarios were discussed during the negotiations, including a proposal for joint control over the Zaporizhzhia Nuclear Power Plant with an equal distribution of the produced electricity. However, the Americans avoided detailed processing of other contentious issues, offering Zelensky only 'thought-provoking ideas.'
The next step will involve working groups that are likely to meet over the weekend in Miami to conduct a detailed study of maps. 'We believe that we have probably resolved about 90% of the issues between Ukraine and Russia, but some points still require further work,' - noted one official.
It is worth noting that Zelensky held important negotiations with Trump's envoys regarding the peace plan, demonstrating willingness to compromise: Kyiv may temporarily postpone NATO accession in exchange for powerful security guarantees from the US.
Thus, active negotiations between Ukraine and the US as well as other European partners underscore the importance of international support in the context of the war with Russia. The issues of security and territorial integrity remain central to ensuring stability in the region, as the consequences of the decisions made could have a lasting impact on the further development of events in Ukraine and Europe as a whole.
