The USA demands peace with Russia before security guarantees for Ukraine.
According to ТСН: The United States aims to achieve a peace agreement between Ukraine and Russia before moving on to discussions about security guarantees for Ukraine. This was reported by Politico, citing European diplomats familiar with the US proposals for Kyiv.
One of the key topics discussed was this very issue. One European diplomat noted that US Secretary of State Marco Rubio, during a phone conversation with European officials, stated that President Donald Trump is ready to provide Ukraine with long-term security guarantees but only after a peace agreement is reached.
Negotiation Topics
Another diplomat shared that Rubio raised the issue of guarantees during a meeting in Geneva, although he did not go into details and has not reiterated his proposals in separate talks with representatives of the United Kingdom and France.
According to Politico, the head of the State Department also outlined a number of issues that will need to be resolved after the agreement is signed, including issues related to territories and frozen Russian assets.
The White House claims that no peace agreement can be reached without security guarantees for Ukraine.
“The Trump administration has repeatedly stated, both publicly and privately, that any agreement must provide full security guarantees and deterrence for Ukraine,” said White House Deputy Spokesperson Anna Kelly.
The State Department, however, ignored Politico's request for comments.
Attitude Towards the USA
As reported, during negotiations on Thursday, Rubio explained to European partners that the USA does not see itself as a “fair mediator” because it actively provides military assistance to Ukraine and imposes sanctions on Russia.
Many European countries express concern that the Trump administration may shift the balance in favor of Moscow.
“No mention of human rights, humanitarian issues, international law, or principles. Such a proposal creates a new European 'security architecture' that appears incomplete,” said a third European diplomat.
There is a possibility that one of the US 'peace plan' proposals will complicate the use of frozen Russian assets to provide Ukraine with a loan of 140 billion euros.
Additionally, it was previously reported that the Kremlin deliberately spread recordings of conversations between Trump's aides and Russians.
It seems that discussions on ensuring peace in Ukraine and security issues remain complex and ambiguous. The clarity of the USA's intentions and their role in the peace process could significantly influence the further development of events in the region. Observers say that successfully resolving the security issue could be an important step towards stabilization in Ukraine.
