The USA offers Ukraine security guarantees without NATO: what the agreement entails.
The Americans have proposed to provide Ukraine with a security guarantee in the style of Article 5 of the North Atlantic Treaty, which, according to CNN, they believe has been agreed upon with Russian President Putin. However, this proposal does not include NATO involvement.
During talks with the President of Ukraine and European leaders, the Americans articulated this proposal for collective security.
