University Reorganization Won't Strip Students of Draft Deferments: What’s Changing.
Student Deferments: Updated Mobilization Rules
According to Novyny.live: Students enrolled at any educational institution in Ukraine retain their right to a military mobilization deferment, even if their school is undergoing a reorganization. This protection covers the entire duration of their studies, including breaks between semesters. However, taking an academic leave of absence does not qualify as a valid reason to keep the deferment.
New Mobilization Regulations for Students
Under the updated rules, students at universities, colleges, and other institutions of higher and vocational education can count on a deferment from mobilization for the full length of their academic program—including holiday periods. But a key point to note is that if a student takes an academic leave, that does not count as grounds for maintaining the deferment.
When an educational institution is reorganized, the deferment remains valid as long as student transfers happen within the scope of that reorganization.
As Viacheslav Kyrda explained, 'if the transfer of students occurs precisely within the reorganization of the educational institution, then such a dismissal and subsequent enrollment at another college should generally not be seen as a break in the sequence or continuity of studies.'
Still, Kyrda cautioned that
'the main risk here lies not so much in the reorganization itself, but in possible delays with entering information into the Unified State Electronic Database on Education (EDEBO).'This could create challenges for students trying to preserve their mobilization deferment while educational processes are in flux.
As a result, students need to stay informed about the new legal provisions and opportunities available to them, and carefully monitor their status if changes occur at their school.
These updates could have a major impact on Ukraine’s student community, offering additional safeguards for young people during a difficult mobilization period. It is crucial that students are aware of these changes, as this can help prevent misunderstandings and legal issues down the line—especially given potential institutional reorganizations.
