The problem of housing and communal services in electoral programs
Oleg Popenko, head of the Association of Consumers of Utility Services, noted that the issue of housing and communal services is barely reflected in the electoral programs of political parties. He believes that this issue is one of the most critical for Ukrainians, yet political forces ignore it.
'I analyzed all the electoral promises of the parties, studied the lists of candidates for the Verkhovna Rada... There are practically no specialists in housing and communal services.'
Popenko noted that five years ago, the problems of utility tariffs were at the top of the public's concerns, but even then political forces lacked specialists in this field. The expert believes that laws adopted in the area of housing and communal services are actually aimed against the interests of citizens and allow the population to be robbed.
Lack of control over monopolists in the housing and communal services
Popenko expressed the opinion that in Ukraine there are no effective mechanisms for state control over monopolists in the field of housing and communal services. He emphasized that real changes in this area can only be expected if political forces consider the demands of society, particularly in the area of housing and communal services, as a priority.
Ukrainians remain one of the main 'payers' for utility services, paying for them repeatedly.
