According to Novyny.live: Military Enlistment Offices in Ukraine are prohibited from imposing a new fine for the same military registration violation once an initial fine has been paid. However, if an individual fails to appear after receiving multiple separate summonses, they can face separate fines for each summons. This legal interpretation was confirmed by lawyer Yuriy Aivazian.
Ukrainian law, specifically Article 61 of the Code of Administrative Offenses (КУпАП), establishes that no one can be held liable twice for the same offense. This means that failing to respond to a single summons cannot legally result in multiple fines.
