He also acknowledged that Putin might be 'offering some assistance to Tehran,' but overall described Russia’s position as neutral as well. It is worth noting that Moscow proposed halting its support for Iran in exchange for the United States stopping the transfer of intelligence to Ukraine. The White House, however, rejected that offer.
