'There is already a law on administrative procedures, according to which a refusal cannot be given without the person's participation — they must be invited. They couldn't care less about the law,' Kalko expressed his opinion.

According to the lawyer, about 90% of refusals are typically provided in matters of urban planning and land use.

'We believe that a KPI for government authorities would be the number of services provided, but as a lawyer, I see that the mayor and his subordinates' KPI is the number of denied services, which is based on creating a corrupt demand for the sale of free services of the state and local government,' he emphasized.

Kalko believes that the city authorities deliberately complicate certain processes, making permits and licensing documents instruments of blackmail.

'Why did the refusal occur? And where is the forty-hour reception at the Centers for Administrative Services? According to the law, 40 hours a week are supposed to be spent on consultations on a specific service. How is this communicated? How are the grounds for refusal explained to a person? What is the procedure for these refusals?', Kalko emphasized.

He also noted that a large number of refusals is caused by the demand for certain services.
