According to ТСН: Russia has adopted a unified state standard for detecting areas that have been subjected to radioactive, chemical, and biological contamination.

The new standard was developed at the All-Russian Scientific Research Institute for Civil Defense and Emergencies of the Ministry of Emergency Situations of the Russian Federation. It will come into effect on February 1, 2026.

Main provisions of the standard

The document establishes the procedure for conducting radiation, chemical, and biological reconnaissance during mobilization, martial law, and in emergency situations.

The standard introduces the concept of maximum permissible contamination levels for the first time, which encompass values of toxic dose power, contamination densities, and the volumetric content of hazardous substances.

According to the standard, indirect signs of contamination may include:

  • sudden accumulation of insects;
  • liquid droplets in the absence of precipitation;
  • powdery deposits;
  • glassy particles;
  • numerous synchronous failures of electronic devices.

Surveying areas

A special team will be sent to inspect such areas to determine the boundaries of the contaminated zone, mark them, and collect samples of soil, water, vegetation, and the bodies of small rodents.

The introduction of this standard is taking place against the backdrop of escalating nuclear rhetoric from Russia. President Vladimir Putin demanded that the Ministry of Defense prepare proposals for resuming nuclear tests after a 35-year hiatus during a Security Council meeting.

Interestingly, US President Donald Trump also announced intentions for the United States to conduct nuclear tests “quite soon.”

This standard will become part of Russia's comprehensive strategy to enhance its defensive capabilities amid a tense international situation and the intensification of military threats. Along with the escalation of nuclear rhetoric, this may raise additional concerns among other countries that are closely monitoring developments in this area.
