A new feature has been launched in the 'Army+' application.
The Ministry of Defense has launched a new mechanism for submitting reports for changing places of service in the 'Army+' application. Now, military personnel can quickly and easily submit a transfer report to another unit without unnecessary bureaucracy. With the help of the 'Army+' application, the transfer report immediately goes to the Department of Personnel Policy of the Ministry of Defense of Ukraine. The application is considered within 72 hours, and in case of refusal, clear reasons are sent (the response also comes through the application). If the decision is positive, the order for relocation is signed within 24 hours after the report is reviewed.
There is a system of random checks that monitors compliance with the procedure. A special unit of the Ministry of Defense, which ensures the protection of the rights of military personnel, plans to check no less than 1% of reports per month. If violations are detected, the report will be reconsidered within 24 hours.
Defense Minister Rustem Umerov claims that submitting a report for a change of place of service takes about 15 minutes. For this, military personnel need a military ticket or officer ID, as well as a recommendation letter from the unit to which the transfer is planned. Regarding transfers due to health condition, a conclusion from the Medical Commission may be required.
It should be noted that commander’s consent is not needed to submit a report, just as in the 'Army ID' application for the commander. The request is automatically sent to the Personnel Center of the Armed Forces of Ukraine. However, in some cases, the Personnel Center may appeal directly to the commanders of military units for approval. This especially applies to transfers between support or combat brigades, as well as in the case of transferring officers or military personnel holding officer positions.
Earlier, the government adopted a resolution that implements a real and transparent transfer mechanism for the military between different units of the Armed Forces of Ukraine. This applies to transfers initiated by the military themselves.
In addition, the 'Army+' application allows creating reports. The Ministry of Defense explains that in this application, one can create, sign, send, and track an electronic report. The ministry has also published a video explaining the process step by step.
