A Bilateral Breakthrough Between Budapest and Kyiv

Covering education, public administration, and culture, this deal has been integrated into the Ukraine–EU Action Plan. As a direct result, Budapest has ceased its blockade of negotiations for Ukraine’s entry into the European Union.

The accord between the two capitals came after several weeks of intense diplomacy. A critical feature is a joint benchmark stipulating that if Ukraine fails to implement the agreement—or does so only partially—the accession process for this specific cluster will halt automatically.
