Ukraine plans to receive 1 billion euros from Europe for American weapons: details of the PURL program.
According to ТСН: Ukraine intends to receive approximately 1 billion euros (about 1.2 billion dollars) in additional funding from Europe by the end of 2025 for the procurement of American weapons.
This was announced by Ukraine's Ambassador to NATO Alona Hetmanchuk.
“We would be extremely grateful to our allies for new contributions, so that Ukraine can continuously receive equipment through the PURL program,” Hetmanchuk stated in a comment to Bloomberg News.
The program, which provides funding for the procurement of American weapons, is implemented with the participation of predominantly Ukraine's European partners.
In the conditions of war, Ukraine needs to repel numerous Russian airstrikes and the advance of Kremlin troops, especially with the onset of winter.
The Netherlands will allocate another 250 million euros for the purchase of American weapons, including air defense systems and F-16 fighters. This information was announced by the Dutch Minister of Defense Ruben Brekelmans before a meeting with European colleagues in Brussels.
At the same time, many European allies are gradually agreeing to the NATO initiative, considering that financial assistance to Ukraine was suspended by the administration of President Donald Trump.
“Such reluctance has grown after Europe was impacted by the latest peace initiatives from the U.S., including the initial 28-point plan that seemed to satisfy Russia,” the material states.
The proposal was revised to adapt it to Kyiv's needs during negotiations between Ukraine and American representatives in Geneva.
The parties met at the end of November in Florida for discussions, which U.S. Secretary of State Marco Rubio described as productive, although no final breakthrough was achieved. U.S. Special Envoy Steve Vitkoff plans to hold talks in Russia in early December.
“Ongoing peace negotiations should not be seen as a signal to reduce support for Ukraine and pressure on Russia—instead,” Hetmanchuk emphasized.
To support Kyiv, Europe needs to “immediately agree on a reparations loan,” she added.
EU members still cannot agree on using the frozen assets of the Central Bank of Russia to finance Ukraine, and this issue will likely be discussed at the leaders' summit in Brussels on December 18.
“Europeans can do much more than just develop their own plan,” she emphasized.
Hetmanchuk characterizes the PURL program as very effective. She reported that the program covered 75% of the funding for Patriot air defense systems and 90% of all other air defense systems since its launch this summer. Among other things, the program provides for the procurement of long-range artillery shells that allow Ukraine to strike drones in combat conditions.
This initiative underscores the importance of international support for Ukraine to ensure its defense capability. Given the ongoing threats from Russia, the country needs not only to modernize its armed forces but also to find new ways of financing. The successful conclusion of negotiations with European partners could significantly enhance Ukraine's defense capability and provide an adequate level of security for its citizens.
