On May 26, 2023, Zelenskyy signed a decree granting the honorary designation 'named after the UPA heroes' to a special operations unit, the Separate Center for Special Operations 'North.' Just days later, on May 29, 2023, Nawrocki announced his intention to revoke Zelenskyy's Order of the White Eagle. The situation worsened on June 2, 2023, when Krzysztof Bosak called for blocking Ukraine's accession to the European Union.

Donald Tusk stated on June 5, 2023, that the responsibility for resolving the crisis lay with Ukraine. By June 8, he appealed to both Zelenskyy and Nawrocki to engage in dialogue.
