FATF Assessment of Virtual Asset Regulation in Ukraine
According to Мінфін — Крипто/Фінанси: The Financial Action Task Force (FATF), the global standard-setter for anti-money laundering and counter-terrorism financing, has released a report on virtual asset regulation. Ukraine appears on its list of 30 jurisdictions with the highest cryptocurrency activity. While the report acknowledges Ukraine’s progress in adopting the Travel Rule, it also points to significant licensing challenges facing crypto firms in the country.
Ukraine’s legal framework for licensing cryptocurrency companies remains unfinished, according to the FATF. At the time of the survey, no practical market inspections had been reported. Furthermore, specific requirements for stablecoin issuers have yet to be introduced.
Parliamentary Timeline for Crypto Legislation
Ukraine’s parliament, the Verkhovna Rada, is expected to pass a virtual assets bill in August 2026. This legislation would establish tax rules for both individuals and businesses. Key provisions include taxing profits from virtual asset transactions and offering a reduced personal income tax rate of 5% on assets acquired before the law takes effect.
- Income from exchanging virtual assets and sales within one minimum annual wage are exempt from taxation.
- For legal entities, special adjustments to financial results will be introduced.

Despite progress in certain areas, Ukraine faces urgent regulatory gaps in its crypto market that must be addressed to create a transparent and secure environment for participants.
Given the licensing shortcomings and delays in passing the new bill, Ukraine needs to act quickly to ensure financial stability and safety. Adopting updated rules and strengthening cooperation with international bodies could improve the investment climate and attract new market players, potentially boosting the country’s economic development amid global shifts in finance.
