According to Мінфін — Крипто/Фінанси: Ukraine’s government-backed affordable mortgage initiative, ‘eOselia,’ offers citizens accessible terms for purchasing homes. The standard down payment under the program starts at 20% of the property’s price. However, borrowers aged 25 and under can reduce this to 10%, making the scheme particularly appealing for younger buyers.

Property Prices Across Ukraine

Housing costs vary widely by city. In Kyiv, the median price of the cheapest one-bedroom apartment on the primary market is 2.5 million UAH, translating to an initial deposit of roughly 383,000 UAH. In Uzhhorod, a similar apartment costs about 2.4 million UAH, while in Lviv, the average price for higher-end units reaches 3.1 million UAH—requiring a starting payment of approximately 838,000 UAH.

Borrowers should also note that in Zaporizhzhia, saving enough for a down payment takes around eight months. Yet after securing a loan, a significant portion of income must go toward mortgage servicing. For example, in Lviv, this would consume about 83% of the average salary, in Uzhhorod 75%, and in Kyiv just 34%.

Starting July 17, 2026, the terms of the ‘eOselia’ program have been revised. The following groups now qualify for updated preferential mortgage rates:

• Combat veterans
• Individuals with disabilities resulting from the war
• War participants
• Families of fallen veterans
• Active military personnel and their families

Additionally, new housing area standards have been introduced. For apartments, the standard norm is 52.5 square meters per person and 73.5 square meters for a family of two to three. The maximum allowable area for an apartment is 115.5 square meters, while for a house it is 125.5 square meters. For houses, the norms are 62.5 and 83.5 square meters respectively, with an extra 21 square meters added for each additional family member beyond the third.

Overall, the state program ‘eOselia’ enables Ukrainians to purchase homes on favorable terms, accounting for the updated rates and area requirements.

The ‘eOselia’ program is designed to improve housing access for Ukrainians, particularly youth and socially vulnerable groups.
