If finalized, this agreement would make Ukraine only the third country in history authorized to produce these advanced interceptors. Zelenskyy stated,
“Ukraine is approaching the possibility of producing Patriot missiles for the first time and could become the third nation ever to secure such a deal.”

This announcement aligns with broader regional security efforts. On July 13, 2023, nine European nations met in Paris to form an integrated 'anti-ballistic coalition,' signaling a major push for collective defense. Zelenskyy highlighted Ukraine's active role, noting,
“This is a historic project where Ukraine is not a bystander but one of the leaders.”
