Ukraine Orders 16 Rafale Fighter Jets and Secures Missile Production License.
Rafale Jet Acquisition and Military Cooperation Between Ukraine and France
According to UATV: Ukraine has finalized a deal to purchase 16 French Rafale fighter jets along with their armaments. The first four aircraft will arrive after Ukrainian pilots complete their training. This marks a significant milestone in strengthening the country's defense capabilities. France has also granted Ukraine a license to produce aerial bombs and cruise missiles locally, reflecting a deepening of military ties between the two nations.
As part of the agreement, Ukraine will receive new SAMP/T NG air defense systems. France intends to deliver two SAMP/T systems to Ukraine in 2023, with accelerated shipments of Aster-30 missiles expected by October 2023. The contract for the fighter jets was originally signed in November 2022, underscoring the long-standing and vital nature of the partnership.
Military Parade and the 'Coalition of the Willing'
A military parade held on July 14 in Paris served as a key moment to highlight this collaboration. Israeli Mirage jets also took part in the event. French President Emmanuel Macron stated:
“We have agreed with President Zelensky on a roadmap for relations between our countries.” - Emmanuel Macron
Volodymyr Zelensky confirmed: “Ukraine is receiving licenses to produce very serious weapons — SCALP missiles, AASM bombs, and, together with Italy, Aster 30 missiles.”
These developments come amid the formation of a 'coalition of the willing,' which includes the following countries:

- Germany
- Italy
- Netherlands
- Norway
- Spain
- Sweden
- United Kingdom
Cooperation with France and other allies represents a crucial step for Ukraine in bolstering its security and defense posture.
This agreement is a key component of Ukraine's strategy to strengthen its armed forces amid the ongoing military conflict. Licensed weapons production will enable Ukraine not only to access advanced technology but also to build its own industrial base for manufacturing essential equipment.
