Ukraine is close to signing an agreement with the USA on natural resources
Ukraine is conducting final negotiations with the United States aimed at concluding an agreement that will allow the USA to gain a stake in the natural resources of our country, said Olga Stefanishyna, Deputy Prime Minister of Ukraine.
This agreement is an important part of the plan of US President Donald Trump's administration aimed at ending Russia's war against Ukraine. Both sides have already conducted intense negotiations and are close to signing the agreement. Ukraine is awaiting a response from the USA.
The agreement stipulates that the USA will guarantee a 'free, sovereign, and safe' Ukraine and 'strong peace' within the framework of cooperation on minerals. In addition, the USA plans to invest in Ukraine.
Ukraine insists that individuals who have committed crimes against the country during the war should not benefit from its recovery. The mineral agreement is still not final and may be subject to changes.
President Zelensky reported that the USA has abandoned the requirement for a payment of $500 billion for resource extraction as a form of returning American aid. Instead, the amount will be about $90 billion, and US support will be part of the agreement.
Preliminary, the agreement includes detailed conditions for the establishment and operation of the fund. After signing the current agreement, these issues will be considered.
US Treasury Secretary Scott Bessent stated on Fox News that the USA can help Ukraine achieve 'great growth'. He emphasized that the partnership between the countries will include strategic minerals, energy, and state-owned enterprises.
The USA offers an 'economic security guarantee' instead of military guarantees. However, Zelensky rejects the idea that American companies operating in Ukraine provide sufficient security guarantees. The mineral agreement will still include wording about official US security guarantees.
US National Security Advisor Michael Waltz stated that 'security guarantees for Ukraine are a separate conversation.'
