According to UATV: On June 28, 2023, during the celebration of the 30th anniversary of Ukraine's Constitution, President Volodymyr Zelensky unveiled a new state award: the Order of Europe. This decoration will recognize individuals for outstanding personal contributions to advancing Ukraine's strategic path toward European Union membership, as well as for strengthening international cooperation in support of democracy, peace, and good neighborly relations. The announcement came at a pivotal moment as Ukraine pursues deeper integration with the EU.

Zelensky underscored the award's significance, noting that every state achievement is driven by its citizens, soldiers, and all those who safeguard security and the future of Europe.

“Behind every such state success stand our citizens, stand our warriors, and all our people who protect security and protect the future of all of Europe” — Volodymyr Zelensky.

The president further emphasized that Ukraine 'absolutely deserves to have an award with exactly that name. It earned it through its round-the-clock struggle for Europe's life.'
