Ukrainians were told the reasons why they might be denied a subsidy for the heating season.
Ukrainians were reminded under what circumstances they might be denied a subsidy for utilities.
As "Hvylya" reports, this is stated in the provision on the procedure for the appointment of housing subsidies, approved by the resolution of the Cabinet of Ministers of Ukraine from 21.10.1995 No. 848.
A housing subsidy is financial support from the state that helps people pay for utilities. It covers part of the costs of housing and communal services, costs of managing a multi-apartment building, and purchasing liquefied gas, solid and liquid household fuels.
A subsidy may be obtained if your utility costs exceed 15% of the total family income. This procedure is in effect during martial law and a month after its end.
The amount of aid is calculated individually for each family and depends on:
- the total income of all family members
- the number of people in the family
- the cost of utilities
It is important to know that for the heating season 2024-2025, there are certain reasons for which a subsidy may be denied.
In particular, the subsidy is given only if there is a difference between the actual cost of utilities and the part the family must pay independently (mandatory payment).
Please note that aid is not provided if:
- the total area of the apartment is over 130 sq. m, the residential building - over 230 sq. m (the norm does not apply to family-type orphanages, large families, families where there are three or more children under guardianship and care);
- any of the family members own a vehicle released less than 5 years ago (except for mopeds and trailers);
- the presence of more than one vehicle released less than 15 years ago (except for mopeds and trailers);
- in the family, there are adult unemployed, income recipients below the minimum wage who do not pay USI (except for students and recipients of social pensions);
- there is a debt for utilities payments for more than three months and the total amount exceeds 40 non-taxable minimum citizen incomes;
- in the family, there is a non-payer of alimony (for more than three months);
- the citizen has not returned an excessively transferred (paid) housing subsidy amount for previous periods of its receipt;
- one of the registered family members made a purchase over 50 thousand hryvnias within a year before applying for a subsidy (excluding medical costs); However, the subsidy should not be refused if another home was sold within six months before buying a new one;
- someone in the family purchased currency totaling 50,000 UAH within a year before applying;
- for someone in the family, there is a deposit exceeding 100,000 UAH.;
- in the family, there is an owner of more than one residential premise (excluding housing in temporarily occupied territories and on the contact line; housing owned on the right of joint or share ownership and located in rural areas).
Subsidy may also be refused if:
- If you made a mistake while filling out an application or declaration. But do not worry – in this case, the Pension Fund of Ukraine will notify you. You will have 30 days to correct all inaccuracies. After correction, your case will be reviewed again and a subsidy may be assigned.
- If you submitted not all the documents. In this case, you will also be given 30 days to provide the missing papers.
